The UNESCO Scholarship Fund, established under the UNESCO Scholarship Fund Act, No. 44 of 1999, enacted by the Parliament of the Democratic Socialist Republic of Sri Lanka, reflects the nation’s long-standing commitment to promoting inclusive and equitable access to education. The Fund was created to support the educational advancement of disabled and displaced children through the award of scholarships, in accordance with national policy and UNESCO’s core values of equity and social justice, recognizing that even modest forms of assistance, when delivered with care and integrity, can make a meaningful difference in enabling learners to pursue their educational aspirations and participate fully in society.
In terms of the Act, the administration, management, and control of the Fund are entrusted to a Board of Management, chaired by the Secretary to the Ministry responsible for the subject of Education. This governance structure ensures transparency, accountability, and alignment with national educational priorities. Over the years, the UNESCO Scholarship Fund has remained operational, providing targeted financial assistance to eligible students selected in accordance with approved criteria, and contributing meaningfully to their continued participation in education.
From January 2026, the Fund will commence a new phase with the appointment of a new Board of Management. While operating within defined resources, the new Board is committed to strengthening the effectiveness and impact of the scholarship program. Emphasis will be placed on improving administrative processes, ensuring fairness in selection, and enhancing coordination with relevant stakeholders to maximize the benefits delivered to recipients.
