National Information Centres (NICs)
National Information Centres (NICs) are officially designated bodies established by UNESCO Member States to facilitate the recognition of foreign qualifications and to promote transparency, fairness and consistency in higher education systems. They play a key role in supporting academic mobility and mutual trust among countries.
NICs support the implementation of the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (Tokyo Convention) by serving as national reference points for information on higher education systems, institutions, qualifications and recognition procedures.
At the regional level, NICs are part of the Asia-Pacific Network of National Information Centres (APNNIC), which facilitates cooperation, information-sharing and capacity-building among countries in the region. Through this network, NICs contribute to improving recognition practices and promoting mobility in higher education in line with the principles of the Tokyo Convention.
